NO! I reject this. Barclay was an abomination in one too many episodes. He was almost as bad as Season 1 Worf, he of the gutteral grunts and chuffing and bravado (versus, you know, like actual lines of dialog).

He was arguably one of the characters with most realistic dialogue. No grand speechifying, no bon mots, no soundbites, just “neurotic guy”.

I like to think that all non-TOS Star Trek series take place in Barclay’s head, and that he is just a TOS fan that has come down with schizophrenia.

Come to think of it, Barclay *was* the only character in TNG to achieve godlike powers a la Gary Mitchell that I can think of. Which is the sort of thing a self-insert character in a TOS fanfic would do.
